Check flights for CofA no longer mandatory, says CAA

              The UK Civil Aviation Authority (CAA) has announced that it will no longer be a requirement to routinely carry out a check flight to qualify for the renewal of an expiring National Certificate of Airworthiness; annual EASA Permit to Fly; National Airworthiness Review Certificate; or Certificate of Validity. However, a check flight for the initial issue of these certificates and permits will still be required.          This  policy  change reflects a more proportionate and risk based approach to continuing airworthiness management and comes into effect immediately. Check Flight exemption

               It is now no longer mandatory for a check flight to be conducted for the renewal of an Expiring Certificate of Airworthiness , a National Airworthiness Review Certificate or Certificate of Validity. McCauley MPC-26

        The latest revision of the McCauley MPC-26 Owners/Operators Manual now encompasses all instructions for continued airworthiness (ICA).           This includes ICA information formerly published in overhaul manuals, component maintenance manuals, SB137 (TBO), SL1995-4 (blade repair) and other various documents.                  The MPC-26 also contains Airworthiness Limitations, Time Between Overhaul (TBO), and instructions for Removal/Installation, Troubleshooting, Preventive Maintenance and Repair.         The new revision provides “one-stop” shopping for all McCauley ICA information on current production constant speed reciprocating and turbine propellers, fixed pitch propellers, governors and accumulators.

Controlled Rest

            Controlled rests are used by pilots in different countries to combat fatigue on long-haul sectors. And what exactly does "controlled rest" mean?   sleeping. "Sleeping always tends to be talked about in terms of a euphemism, like controlled rest, because people feel much more comfortable with that language."             Fatigue Risk Management System (FRMS) guidelines agreed by the International Air Transport Association (IATA), the International Civil Aviation Organization (ICAO) and the International Federation of Airline Pilots' Associations (IFALPA), controlled rest is recommended on the flight deck for a commercial aircraft, but it's not really defined. Mode ‘C’ and Mode ‘S’ transponders, all types and models utilising Gilham code altitude input.                       During the 1990’s, the FAA received reports of eleven incidents involving certain transport category airplanes equipped with Mode "C" transponder(s) with single Gilham code altitude input. These reports indicated that, during level flight, the TCAS II issued false advisories that directed the flight crew to either climb or descend. Further investigation showed that these events were caused by incorrect Gilham coded altitude input. The instances reported in the USA all involved communication between aeroplanes with the TCAS II and aeroplanes having the Mode "C" transponder(s). Aeroplanes having Mode "C" transponders installed are predominantly older, out-of-production transport category (JAR/FAR/CS 25) aeroplanes. SPARK PLUG INSTALLATION

        INSTALLATION INSTRUCTIONS                Ref : CMI SIL 03-2C         Install spark plugs as follows, in addition to the instructions provided by the spark plug m anufacturer. 1. Handle spark plug leads with clean, dry hands. 2. Adjust the spark plug electrode to the gap recommended by the manufacturer. 3. Always install spark plugs with new copper gasket. 4. Sparingly apply anti-seize to the spark plug threads. DO NOT APPLY ANTI-SEIZE TO THE FIRST ROW OF THREADS. 5. Always use a six point deep well socket to install spark plugs. 6. Thread spark plug by hand into cylinder to within one or two threads of the gasket.  If this is  not possible, cylinder head threads or spark plug threads need to be cleaned. 7. McCauley Propeller Installation fixed pitch

Propeller Installation for all fixed pitch propellers (except 1A162 model propellers).                   WARNING: MAKE SURE THE MAGNETO IS GROUNDED BEFORE INSTALLING  THE PROPELLER OR CONNECTING EXTERNAL POWER.                NOTE: McCauley recommends that propeller mounting nuts (if applicable) be replaced at each  propeller installation, whenever possible. However, nuts may be reused providing the threads are in good condition and the locking material prevents turning of the nut on the  stud by hand. Subject : Specified Fuels for Spark Ignited Gasoline Aircraft Engine  Lycoming engine released SI-1070S dated 24 April 2013, which approved a wide varity of engine for use with ASTM D7547 UL91 unleaded avgas.                          Engine models added through this approval include the large installed base of: O-235-K, L, M, N, P; O-320-B, D; IO-320-B, D; AEIO-320-A, B, C; LIO- 320-B; HO-360-C; HIO-360-B, G; O-540-A, E, F, G, H, J; and IO-540-C, D, N, T, V, W, AB, AF engine models.            European Aviation Safety Administration (EASA) Safety Information Bulletin (SIB) 2011-01 provided aircraft-level approval on the basis of engine approval. The following is applicable to new and overhauled propellers prior to entering service (engine  installation) or at any time propeller is removed from service. Frayed Flap Extend Cables - Cessna

REFERENCE : SAIB: CE-13-27  Date: April 5, 2013            The FAA recently received a report of a failed flap extend cable . The failure occurred on approach  when the flaps were deployed to 45 degrees. The sudden retraction of the right flap caused the  airplane to roll about 80 degrees to the right. The pilot was unable to retract the left flap, but was able  to maintain control with the assistance of a passenger, divert to another airport, and land safely by  utilizing almost full left aileron control. The report stated the cable was original (over 4,800 flight  hours), and the most recent 100-hour inspection had been completed approximately 10 flight hours  prior to cable failure.              A search of the FAA’s service difficulty report (SDR) system revealed numerous events of a similar  nature over a 20 year period.
